Comprehensive Territorial Cooperation is a new proposal which aims to overcome the endemic weaknesses of cooperation actions by establishing a link between territories based on a comprehensive relationship which enjoys the participation of a wide and diverse range of public and private agents in a complementary manner.

It is a proposal which aims to generate stable relations over time with a long-term vision in which the sharing of experiences and direct relations between peers generate a powerful network of twinning in which the entire society of two territories participate in cooperation with each other.
